well, we wouldn't just give SDs a permanent 25% conceal, i mean they are SHADOWdancers. it would only be for indoor or dimly lit areas. just like rangers ONLY get the hide/ms bonus in outdoor areas.
but right now i dont see any point in playing an SD, as they dont have alot to offer, and you dont get alot of their good abilities till higher levels in SD. maybe like a shadow manipulate (kind of like dominate person) or a shadow enchant (would give on hit blindness) in replacement of HiPS. or a special item that does so at a certain lvl of SD, like Sin/BG poison.

Update
Reached level 2 Shadowdancer today, well to start its pretty damn difficult to level, I only have like about 14 kills. Also Lvl 1 SD is just a plain waste of time, just gave me Weapon Proficiency: Simple, Lvl 2 I got Darkvision (I chose weapon prof daggers as a feat) and gave me another attack, now my ab is something like +15/+10. HiPs was available to choose in the feats but the server didnt allow it.
Till now there is nothing special about SD, hope to be proven wrong later on lol.

Oh yea I forgot to give my update, well, Dark Vision is pretty much useless, Shadow Evade is great except that it lasts for a very short period of time, the best thingy I found about them is Shadow Daze, good vs sneaks * points at Red's Bazooka Bullet * but again, a few rings and its worthless.

Dr as in damage reduction which it is now. This means that it stacks with damage resistance. A level 10 SD will get 10/+5 so you can stack a amulet with it and block 20 damage from anyone with a +4 or less weapon. Pretty powerful. At level...8 or something you could make them immune to icestorm? That's a -major- sneak killer and if you did that it might actually be taken. (I don't see any reason to force people to take 10 levels for it though. I mean nobody takes more then 7 WM or 9 AA. 8 seems like a good number to allow good multi-classes to come out of it)
