Virtually useless pre-epic.
Perhaps making their Divine Wrath last 10 + CHA modifier rounds.

Ok.. how many CoT builds are there on the server? Funny.. I think if I asked how many shifter builds, I'd get the same response. CoT sucks pre-epic. It's worthless, the +7 saves for **10 levels is wasteful when you could take pally and get more than those saves.
In order to be an effective CoT you have to have some CHA (since wrath is CHA mod in rounds.. so more than 20 CHA for a 30 second wrath). If you took CHA, you'd be better off as a paladin with more saves, divine might/shield/spells. CoT isn't useful pre-epic.
Do remember that there is a point when saving throws become useless.
Fort 34
Reflex 33
Will 32?
Above saving throws only fail on 1's.
Anyway, a 20 paladin with 30 CHA would have..
Fort 30 Reflex 21 Will 23 (18 CON, 12 DEX, 14 WIS)
Put a ring or two, and he's got just about maxed saves, and still has impressive offensive skills, and is hard to dispel.<<< *Note this build could take a level of BG and trump the CoTs saves by 3 and still retain his dispel difficulty.
10Pally/10 CoT
Fort 35 Ref 26 Will 28 (18 CON, 12 DEX, 14 WIS)
Only needs ref and will rings to have maxed saves.. but it is pitifully easy to dispel.. and then he dies. (He'll lose at least 6 saves on dispel) *Note you may be able to pull off a CHA pally 15/5 CoT that's decent, but above build would still be better.
Now throw epic into it.. CoT becomes a powerhouse because of the extra feats and paladin friendly feats. CoT just isn't cut out for pre-epic pvp. They don't mature L<21.

Overall CoT is a pretty crappy class pre and in epic. Only thing they're really any good for is smiter pally's and save boosting, which you really only need if you have worthless gear/facing a dev'er.
It could use an aura like the blackguard and make divine wrath at least last the same length as favor.
