Why is it we keep getting new members joining the forums when the server is down, also the forums are not even active?

Plus the new members dont even post anything... i dont get it >.<

Spam bots? If rary has things left like they were he has to manually configure your account activation. So people can join all day long but may not be able to post without activation.
