my character wouldnt stop recasting heals

attackin the war statues in base takes away xp but when i casted a heal on it i got put in jail and my toon kept casting the heal, continuing to lose xp until he was marked for deletion and you cant stop the casting

i'm trying to build a shifter but i dont realy know much about them. Is the
extra ac you can get from a monk level worth the loss of haste? or am i
better off just going w/o a monk lvl at all. or go 5d/7s/8m so i get haste
abd the extra ac but lose the last form and a few spell levels.
